{"id":15267,"date":"2025-07-29T16:01:04","date_gmt":"2025-07-29T11:01:04","guid":{"rendered":"https:\/\/pakalerts.net\/english\/?p=15267"},"modified":"2025-07-29T16:03:24","modified_gmt":"2025-07-29T11:03:24","slug":"nfc-formula-burdening-the-centre-insufficient-funds-for-dams-ahsan-iqbal","status":"publish","type":"post","link":"https:\/\/pakalerts.net\/english\/?p=15267","title":{"rendered":"NFC Formula Burdening the Centre, Insufficient Funds for Dams: Ahsan Iqbal"},"content":{"rendered":"<p><strong>KARACHI: Federal Minister for Planning Ahsan Iqbal expres\u00adsed concern on Monday over the current formula for distribution of divisible pool resources under the National Finance Commission (NFC) award, arguing that it places an undue burden on the federal government.<\/strong><\/p>\n<p>He urged the provinces to develop a consensus to help ease the fiscal strain on Islamabad.<\/p>\n<p>Speaking to reporters at the Karachi Press Club, he said the federal government was unable to invest in key development projects because a significant portion of development funds was being consumed by the provinces. After transferring provincial shares, the Centre is not left with enough funds to invest in projects critical to the country\u2019s water and food security.<\/p>\n<p>\u201cThe federal government bears around Rs716 billion in expenses on behalf of the provinces,\u201d Mr Iqbal said. \u201cThis significantly shrinks our fiscal space. Right now, we are facing a major challenge \u2014 projects like Diamer Bhasha Dam and Mohmand Dam, which are vital to our water security, cannot be completed swiftly due to insufficient development funds.\u201d<\/p>\n<p>The minister called upon the provincial governments to hammer out a formula that eases the federal government\u2019s financial burden and enables it to complete these important projects.<\/p>\n<p>Planning minister says provincial expenses shrink fiscal space for major projects, like dams<\/p>\n<p>Mr Iqbal reiterated the government\u2019s ambition to transform Pakistan into a $1 trillion economy by 2035 under the \u201cUraan Pakistan\u201d initiative launched on December 31 last year.<\/p>\n<p>\u201cNo country wants to borrow money, but due to wounds inflic\u00adted by PTI\u2019s policies, we had no choice other than going back to the IMF. \u201cWe are now ensuring strict compliance with the IMF programme to achieve economic stability,\u201d he said.<\/p>\n<h4><em><strong>Economic indicators:<\/strong><\/em><\/h4>\n<p>The planning minister recou\u00adn\u00adted \u201cimprovements\u201d made in economic indicators over the past year, saying inflation had dropped by 24 per cent, interest rates had come down from 23pc to 11pc, remittances reached a record $39 billion, and the stock market surged past 130,000 points.<\/p>\n<p>\u201cAll these are indicators that Pakis\u00adtan\u2019s economy has taken off. Now we will ensure political stability, continuity of policies, and institutional reforms so that we never face a decline again.\u201d<\/p>\n<p>Mr Iqbal highlighted Pakistan\u2019s \u201cgrowing stature\u201d on the international stage following successful military operations like Operation Bunyanum Marsoos.<\/p>\n<p>\u201cWe are now set to take off in diplomacy as well,\u201d he said. \u201cDuring the PTI\u2019s tenure, even our friends abandoned us, but under Prime Minister Shehbaz Sharif, our alliances are strong again.<\/p>\n<p>\u201cThrough CPEC 2.0, our relations with China have strengthened, and thanks to effective diplomacy, the Kashmir issue is back on the global agenda.\u201d<\/p>\n<p>He said the development bud\u00adget had prioritised Balochistan, with funds allocated for the N-25 highway [Chaman\u2013Quetta\u2013Kara\u00adchi], now renamed as the Pakistan Expressway.<\/p>\n<p>Ahsan Iqbal gave updates on other key infrastructure projects. \u201cFinancing for Sukkur\u2013Hyder\u00adab\u00ad\u00adad Motorway has been secured. The project was delayed due to PTI-era inefficiencies,\u201d said Mr Iqbal.<\/p>\n<p>\u201cWork continues on the Pesh\u00ada\u00adwar\u2013Karachi Motorway, which is a key part of Nawaz Sharif\u2019s vision. The K-IV project for Kara\u00adchi\u2019s water supply has received Rs8bn. Extension of the Green Line bus service in Karachi has been approved in the current budget, with Prime Minister Shehbaz Sharif set to lay the foundation stone soon.\u201d<\/p>\n<h4><em><strong>Showbiz industry:<\/strong><\/em><\/h4>\n<p>Earlier, the federal minister held a meeting with directors and producers of the showbiz industry to find ways to introduce the country\u2019s products in the global market. In a roundtable discussion with a delegation that inclu\u00added names like Nadeem Baig, Satish Anand, and Hina Khawaja Bayat, he said Pakistan had a rich culture and heritage in music, art, and drama.<\/p>\n<p>\u201cPakistan\u2019s film industry was once strong, with Lahore and Karachi its centre,\u201d Mr Iqbal observed. \u201cBut the film industry has now declined to such an extent that just three or four films are released in a year.<\/p>\n<p>\u201cPakistani plays and films are not present on global platforms like Netflix and Amazon.
