The federal government has decided to introduce a new regulatory framework for marine bunkering to make ship fuel supply operations at Pakistani ports more transparent, regulated and digitally managed.<\/strong><\/p>\n

For this purpose, the Federal Board of Revenue has issued draft amendments to the Customs Rules 2001, proposing the introduction of a new chapter titled “Customs Marine Bunkering Rules 2026.”<\/p>\n

According to the proposal, the new rules will apply to Karachi Port, Port Qasim, Gwadar Port and their outer anchorage areas, while additional ports may be included in the future if required.<\/p>\n

Under the proposed framework, all bunkering operations will be conducted electronically through the Port Community System operating under the Pakistan Single Window platform.<\/p>\n

Officials say the initiative aims to improve transparency, monitoring and compliance with international standards in marine fuel supply operations.<\/p>\n

The new regulations would allow only licensed operators approved by the Mercantile Marine Department and registered with customs authorities to provide marine bunkering services.<\/p>\n

Fuel barges will be required to submit registration details, technical certifications, environmental compliance documents, safety equipment records and crew training information through the customs system.<\/p>\n

Before supplying fuel to a vessel, operators will be required to obtain official authorization, while a detailed bunker delivery note must be issued after every transaction, including information on fuel quantity, quality and technical specifications.<\/p>\n

The proposed rules also introduce mandatory fuel sampling procedures, requiring representative samples to be retained for at least twelve months for inspection and verification purposes.<\/p>\n

The Federal Board of Revenue has invited stakeholders to submit comments and objections within five days before the final rules are issued.<\/p>\n","protected":false},"excerpt":{"rendered":"
