{"id":23516,"date":"2026-08-31T15:09:55","date_gmt":"2026-08-31T10:09:55","guid":{"rendered":"https:\/\/pakalerts.net\/english\/?p=23516"},"modified":"2026-08-31T15:09:55","modified_gmt":"2026-08-31T10:09:55","slug":"karachis-historic-delhi-government-school-sealed-education-of-2800-students-at-risk-after-years-of-official-delays","status":"publish","type":"post","link":"https:\/\/pakalerts.net\/english\/?p=23516","title":{"rendered":"Karachi&#8217;s historic Delhi Government School sealed, education of 2,800 students at risk after years of official delays"},"content":{"rendered":"<p><strong>Karachi: The sealing of the historic Delhi Government School following a prolonged land dispute has put the education of around 2,800 students at risk, with official records revealing years of delays by the Sindh Education Department and provincial authorities in resolving the matter.<\/strong><\/p>\n<p>Government records show that the departments concerned largely remained limited to correspondence instead of completing the necessary legal and administrative procedures.<\/p>\n<p>According to Education Department documents, a notification under Section 4 of the Land Acquisition Act 1894 was issued on August 27, 2007, to acquire the land housing Delhi Government primary and secondary schools in Karimabad, Federal B Area.<\/p>\n<p>However, the Sindh government failed to complete the land acquisition process for nearly 19 years.<\/p>\n<p>Records show that the Delhi Anglo Arabic Association had approached the Sindh High Court over non-payment of rent and sought the return of possession of the building.<\/p>\n<p>The Sindh High Court ruled in favour of the association on October 30, 2000, while an appeal filed by the Sindh government was dismissed on January 20, 2004.<\/p>\n<p>The Supreme Court also rejected the provincial government&#8217;s petition on December 19, 2006, declining permission to appeal.<\/p>\n<p>Following an application by the association, a court official was directed on March 9, 2004, to hand over possession of the premises to the association.<\/p>\n<p>The district government subsequently initiated land acquisition proceedings in 2007, but further action was halted by the Sindh High Court on September 26, 2007, following a constitutional petition filed by the association.<\/p>\n<p>According to official records, the constitutional petition was dismissed on March 17, 2025, removing the legal obstacle to the land acquisition process.<\/p>\n<p>Despite this, the Education Department and district administration did not immediately complete proceedings under Section 6 to transfer the school property to the provincial government.<\/p>\n<p>The Director of School Education Karachi wrote to the Deputy Commissioner Central on April 7, 2025, requesting that the land acquisition process be taken forward.<\/p>\n<p>More than a year later, however, the matter remained unresolved. Official correspondence itself acknowledged that no further action had been taken on the request sent to the deputy commissioner.<\/p>\n<p>The Education Department sent further letters on July 23, 2026, and afterwards.<\/p>\n<p>The Director of School Education also sought approval from the education secretary to file a fresh constitutional petition under Article 199 and accelerate the land acquisition process, but the measures failed to prevent the schools from being sealed.<\/p>\n<p>Official correspondence highlighted the need to protect the educational future of approximately 2,800 students enrolled across three schools.<\/p>\n<p>The affected institutions include Delhi Government Boys Primary School Block A, Delhi Government Girls Secondary School Block B and Delhi Government Boys Secondary School Block C.<\/p>\n<p>Official records also refer to Delhi Government College Block D.<\/p>\n<p>The institutions were nationalised in 1972 under Martial Law Regulation No. 118, but the dispute over ownership of the building and rent remained unresolved for more than half a century.<\/p>\n<p>The Education Department acknowledged in its own correspondence that the nearest alternative government school is approximately seven kilometres away.<\/p>\n<p>It also noted that many families in the area cannot afford private education, meaning the closure could deprive both existing students and future admissions of access to schooling.<\/p>\n<p>Education circles have questioned why the provincial government, Education Department, Law Department, Board of Revenue and district administration failed to complete the acquisition process after the legal obstacle was removed in March 2025.<\/p>\n<p>The consequences of years of delays and poor coordination between government departments are now being faced by thousands of students who have lost access to their school.<\/p>\n<p>Meanwhile, students protested outside Delhi Government School against its sealing and even held their school assembly outside the premises.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Karachi: The sealing of the historic Delhi Government School following a prolonged land dispute has put the education of around 2,800 students at risk, with official records revealing years of delays by the Sindh Education Department and provincial authorities in resolving the matter.
