{"id":23756,"date":"2026-09-14T14:22:38","date_gmt":"2026-09-14T09:22:38","guid":{"rendered":"https:\/\/pakalerts.net\/english\/?p=23756"},"modified":"2026-09-14T14:22:38","modified_gmt":"2026-09-14T09:22:38","slug":"public-should-be-consulted-on-creation-of-new-provinces-tariq-fazal-chaudhry","status":"publish","type":"post","link":"https:\/\/pakalerts.net\/english\/?p=23756","title":{"rendered":"Public should be consulted on creation of new provinces: Tariq Fazal Chaudhry"},"content":{"rendered":"<p><strong>Islamabad: Federal Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry has said people across all four provinces should be consulted over the creation of new provinces, adding that there should be no objection if the public supports such a move.<\/strong><\/p>\n<p>Addressing a seminar on a proposed separate administrative structure for Islamabad, Chaudhry said it was unclear when new units would be established in other provinces, but Islamabad&#8217;s administrative unit would be created first.<\/p>\n<p>He said efforts were underway to establish the new Islamabad unit through an Act of Parliament, expressing confidence that the government would succeed in developing the proposed model.<\/p>\n<p>The federal minister said Islamabad would not become a province but would instead be given a larger administrative structure that other provinces could examine if they later decided to create similar units.<\/p>\n<p>Chaudhry said there was broad support for introducing a new governance model for Islamabad. He noted that the federal capital was created through a presidential ordinance and that its administrative system had originally been introduced on an ad hoc basis but continued to operate decades later.<\/p>\n<p>On the wider debate over new provinces, he said people in all four provinces should be consulted and their preference should be respected if they wanted new provinces.<\/p>\n<p>He said proposals had been presented to the prime minister after studying governance models used in capitals around the world, adding that Islamabad could not become Pakistan&#8217;s fifth province but could be established as an administrative unit.<\/p>\n<p>Chaudhry said the Capital Development Authority currently handles Islamabad&#8217;s development affairs while the ICT administration oversees rural matters, adding that the capital&#8217;s rural areas also faced significant deprivation.<\/p>\n<p>He argued that Pakistan lacked a genuinely empowered local government system and that Islamabad&#8217;s existing local government structure could not substitute for an effective and autonomous governance model.<\/p>\n<p>The minister said Islamabad should have its own legislative assembly to handle local affairs, as even relatively minor issues currently have to be taken to the National Assembly.<\/p>\n<p>He added that legislation concerning Islamabad was often difficult to pass through parliament, while a proposed 27-member Islamabad assembly could legislate directly on local matters.<\/p>\n<p>Chaudhry also said Islamabad generated more revenue than Azad Jammu and Kashmir, adding that the government understood the root causes of the capital&#8217;s governance problems.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Islamabad: Federal Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry has said people across all four provinces should be consulted over the creation of new provinces, adding that there should be no objection if the public supports such a move.
