She proposed that Ukraine, the UK, Norway, Canada and other partners should also participate in the council.<\/p>\n<p dir=\"auto\" data-start=\"924\" data-end=\"997\">She also proposed a new system to coordinate responses to hybrid attacks.<\/p>\n<p dir=\"auto\" data-start=\"999\" data-end=\"1207\">Such incidents include sabotage, arson and drone incursions, which are often attributed to Russia. Although these actions do not amount to conventional military attacks, they still threaten European security.<\/p>\n<p dir=\"auto\" data-start=\"1209\" data-end=\"1453\">According to the report, the proposals indicate that European officials want to assume greater responsibility for the continent\u2019s security.
