However, he said its current workload exceeded its capacity, with patients also arriving from Naseerabad and other parts of Balochistan.

He said the PPP was providing world-class healthcare and that no citizen should be denied treatment because they could not afford it. Free healthcare had become particularly important under current conditions, he added. Sindh was spending Rs45 billion on higher education, while economic hardship placed an even greater responsibility on the government to support people.

Bilawal said Larkana lacked a water pipeline and that efforts would be made to deliver clean water to homes. He also pledged to address other problems and improve the city’s sewerage and drainage systems.

Describing his meeting with the prime minister as positive, he said the PPP wanted to work with the federal government. He had suggested holding federal cabinet meetings in the provinces and said a joint strategy had been developed. Federal budgets had passed with PPP support, he added, and the federal government was now helping with the project.

Bilawal said political differences should be set aside to address economic problems. If everyone remained occupied with fighting PTI, Maulana, terrorists, India and Afghanistan, they would have little time for anything else. Public suffering, he said, should be the priority.

He urged PTI to join the electoral reforms committee, saying it should not complain about rigging if it refused to participate. He alleged that electoral rigging had been used to block the PPP, adding that Benazir Bhutto had worked extensively on electoral reforms and that the party had pursued them in every era.

Bilawal said PTI and some government representatives both alleged rigging. If there was agreement that rigging occurred, the reforms committee could provide a starting point. He noted that PTI had questioned the elections behind the current assembly from the outset.

He said he had sent a delegation to the opposition leaders in the National Assembly and Senate and asked the opposition to nominate representatives to the committee. According to Bilawal, the opposition repeatedly demanded Imran Khan’s release or a meeting with him first, despite the PTI founder having given both opposition leaders full authority to make decisions.

He called on the opposition leaders to ensure PTI’s unconditional participation in the committee. If the party stayed away, he said, the public should not then have to listen to its complaints about rigging.

Discussing governor’s rule, Bilawal said the opposition leaders had the PTI founder’s mandate and authority. They had agreed with the government that governor’s rule would not be imposed and that everyone would work together against terrorism. An agreement had also been reached to consult on a memorandum outlining the proposed National Action Plan Three.

He said the subsequent refusal by their chief minister meant that neither he nor the prime minister could be blamed. Those involved in the negotiations knew they could not hold them responsible for the emergency, he added.

Bilawal invited PTI and urged the government to keep dialogue open. He said that if consensus on terrorism could still be reached, he would be the first to call for governor’s rule to end.

He said elected representatives were better placed to address public problems and that the PPP did not want anyone’s democratic mandate undermined. Terrorism remained the party’s red line, he added, and describing it as merely a pretext was inconsistent with the facts.

Bilawal said the current number of terrorist incidents and deaths had not been seen since 2008. He said attacks had increased following the change of government in Afghanistan and alleged that prisoners held for terrorism offences in Pakistan and Afghanistan had been released during PTI’s rule. The country was still suffering the consequences, he said, including those arising from the presence of their allies in government in Afghanistan.

He described Khyber Pakhtunkhwa as being on the frontline against terrorism. Its chief minister should have committed to confronting terrorists, he said, but instead had sought a pledge before the public during the long march that terrorists would not be confronted.

Bilawal said that when the prime minister sent the president a notification explaining why an emergency or governor’s rule had become unavoidable, taking constitutional and legal requirements into account, he could offer no political, legal or constitutional reason against it. He thanked the prime minister and his team for engaging PTI at the PPP’s request.

Pakistan Peoples Party Chairman Bilawal Bhutto Zardari said economic conditions had made life difficult for Pakistanis and that the country’s problems would remain unresolved if political infighting continued.
