Justice Tariq Jahangiri’s Degree Issue: Karachi University Syndicate’s Decision Suspended

KARACHI: The summary of the LLB certificate case of Mr. Tariq Mahmood Jahangiri, which was sent to the Syndicate of the University of Karachi by the 12-member Fair Men’s Committee of the University of Karachi, stated that Mr. Tariq Mahmood Jahangiri had two enrollment numbers. , he used unfair means during the examination on which his result was canceled and he was barred from appearing in the examinations for three years.

The meeting of the committee was held on Saturday, August 17, 2024 in the examination department, in which the chairperson of the committee was Prof. Dr. Musrat, Registrar Prof. Dr. Waheed, Dean of Islamic Studies Prof. Dr. Zahid Ali Zahid, Dean of Pharmacy Prof. Dr. Haris, Dean of Medicine Prof. Farid Islam, Dean of Education Prof. Dr. S. Shagfat Shahzai, Adviser for Student Affairs Dr. Nausheen, Provost Girls Hostel Dr. Samina, Provost Boys Hostel Dr. Mustafa, Principal, Prof. Naeem Khalid, Director, SG, C&Placement Dr. Ghazal Khawaja and Examination Coordinator Syed Zafar Rizvi participated.

In the summary, it was stated that Mr. Tariq Mahmood appeared for the first time in the name of Tariq Mahmood son of Qazi Muhammad Akram in 1988 in LLB Part 1 for enrollment No. 4407/82 with seat number 3668 but using unfair means. Based on this he was declared UFM in Part 1 Paper III dated 21 December 1988.

Further, this Enrollment No. (4407/82) was already allotted to Naeemuddin son of Moinuddin who was a regular student of Government Islamia Law College and he was enrolled in the College under Admission No. A/262 in the session of 1982/83. I had entered.

The said candidate appeared for the second time in the name of Tariq Jahangiri son of Muhammad Akram in the year 1989 in the annual examinations of LLB Part 1 with enrollment number 5968 and seat number 4069.
This Enrollment No. (5968/87) which has already been issued to Imtiaz Ahmed son of Muhammad Elahi and he appeared in the same examination with Seat No. 2474 as an ex-regular student.

Imtiaz Elahi was a regular student of Government Islamia Law College who had been admitted in the college through admission number A/281 in the session of 1987-88-

Tariq Mehmood appeared for the third time in the name of Tariq Mehmood son of Qazi Muhammad Akram in 1991 in LLB Part 2 Annual Examination with another new enrollment number 7124/87 with seat number 22857.
The summary states that as per the Pakistan Bar Council Legal Education Rules 1978, it is a mandatory requirement that law students should attend an affiliated and recognized law college regularly with at least 75% attendance.

Tariq Mahmood Jahangiri claimed that he is a regular student of Islamia Law College Karachi whereas according to the light of the letter and records of the Principal of Islamia Law College Karachi, Tariq Mahmood (Jahangiri) never attended Government Islamia Law College from 1982 to 1991. No more students.

According to the LLB University of Karachi tabulation register of the first-year annual examination 1988 (1998-12-17) Tariq Mehmood son of Qazi Muhammad Akram whose enrollment number is 4407/82 seat number 3668, Paper I, IV, participated in V, VI.
He was absent in Paper II and declared UFM in Paper III. Twice his result was withheld (WH) and marked as UFM.

According to the seats in the first year LLB examination of Government Islamia Law College students in 1988, seat number 3668 was allotted to Tariq Mehmood son of Qazi Muhammad Akram with enrollment number AIL-4407/82, however. , the result was withheld as indicated by enclosing the entry number in red pencil and the notation “WH (Withheld). Further, “UFM” has also been entered against the said set number on page 203 of the Tabulation Register.

According to the University of Karachi (Department of Examinations) Disqualification Circular No. 88 dated 13-12-1989, the results of 61 students including Tariq Mehmood son of Qazi Muhammad Akram were canceled and they were barred from appearing in any further examination. On serial number 14 of the above report, Tariq Mehmood son of Qazi Muhammad Akram, whose seat number was 3668 of Government Islamia Law College, was fined and his result was canceled and barred from appearing in the examinations for another three years. was stopped and he was allowed to appear in the annual examination in 1992.

No document was placed before the committee for the rehabilitation of the said person/candidate Tariq Mehmood. Therefore, the committee thinks that based on the available facts and findings, these recommendations can be sent to the Syndicate for further decision. Syed Shehzad Ahmad son of Syed Muhammad Arif was also mentioned, regarding whom it is said that he was not a student of Islamia Law College and he was not admitted.
