PPP leader Nayyar Bukhari said the Khyber Pakhtunkhwa government had failed to establish peace. He added that alleged non-cooperation in combating terrorism was also an issue.
Bukhari said invoking constitutional provisions could become unavoidable under extraordinary circumstances.
